Water gives your skin hydration which in turn will help give your skin that "sheen or dewy look" .  I would recommend trying to minimize intake of soda and sugary drinks as well.  Find a good cleanser and moisturizer to use daily and an exfoliator to use(i.e facial scrubs).  Avoid bar soaps on your face as they tend to dry out your skin.  Try to find a moisturizer with vitamins A, C, E as well as SPF to protect your skin from the sun.
